Tower Control Issue- RPM

Currently have Glenndinning controls (non electronic) in helm and up in the tower. Boat has smartcraft units in helm and just tac gauges in the tower.  When im up in the tower not in synch or in synch I can not reach full RPMs without maxing out my throttle range first. Matter of fact I dont come close. 

Down below in the helm I have no issue.

How do I go about troubleshooting the range/RPM issue on the tower controls?

I do not believe  you will be able to sort this out until you have a display system that can read “throttle %”..  IMO,  that is a basic  “must have” parameter for any electronic engine.. In so many words, you are driving bling..
