    After several false starts I am 90% sure my ECM is toast.

      – I removed the “always on” 12V supply to the engine and turned on appropriate breaker(the ones in the eng room) and the     breaker did not trip.

     
      –  Attached 12V supply to eng and turned on breaker.  BREAKER TRIPPED!
     
    My questions are:
    Does anyone repair ECM’s.
    Where do I get a new one.
    Where does the “flashing” data come from (the old one? Cummins? etc)
