QSM 11 Stud holding mechanical gauges

Help on my QSM 11. I have a mechanical gauge attached to the port side of my QSM by a pair of studs which seem either welded or part of a cylinder head bolt. I got the bolt out and am trying to identify what it is so I can order a replacement. ~4” long and took a 14 mm wrench to get it out.

Oops, submitted before I finished the question. Picture of both the broken bolt and the hole it came out of.

2 questions – is that a cylinder head capscrew and what is the threaded stud above it that held my gauge in place.

Second – can I pull the good bolt to the right of the one I removed that’s has nothing attached and swap the two?
