black smoke at idle to 1200rpm

I have a 1999 370 6bta, cpl 2208, and this problem has me at my wits ends, my port motor has black smoke at start up , puffing out almost like smoke rings with engine vibration but this clears out at 1200 rpms, black smoke and engine vibration gone, engine is smoother and more responsive than the starboard motor, at 2400 port egt is 900 boost is 15psi but starboard motor egt is 950 and boost is 10 psi, before this issue started both had same boost. injectors on port are new, turbo checks ok, intercooler is clean, fuel filters are new, air flow does not seem to be a problem, is it possible my pump has jumped timing? I would think if it was head or block issues, it would get worst at speed not better. Anyone ever experience this problem.
