    Anyone ever seen a filter head like this with a primer pump incorporated into the filter head?

    Never seen that particular one.. As to fuel primers, over a period of 20-30 yrs, I have yet to find one more practical than a outboard “squeeze bulb” when you you at the long term and then all that goes on in an engine room.
