480ce Intake heater not turning on

One of my Air intake heaters gets no voltage up to the heater. I do have voltage at the solenoids below. Something is not telling it to turn on. What could cause that? Also I looked all over for the 10amp fuse but I do not see it behind the aftercooler or in the harness there. Any ideas where it is on a 480ce?

Cummins 480CE Grid heater ??’s

Your heater control system is quite complex with lots of wires, relays, connections and operates in a nasty environment–Plus,  it how old? 20 yrs ?? Post good pictures of all the pieces, connections, heater ECM etc, etc.. Let’s see that “things look like”.  Do you have 2 circuit breakers on the engine?  Checked them both?    There is a wiring diagram for your engine on this web site
